Cheryl Biley

Chair

Cheryl Biley is a dedicated and compassionate professional with over 17 years of experience in the recovery field. A graduate of the Human Services Program at Solano Community College, Cheryl has been a certified Alcohol and Drug Counselor since 2010. She has extensive experience working with homeless and low income populations, providing critical support and education in substance use recovery.

Cheryl specializes in alcohol and drug education and is currently part of the team at Recovery Connection Intensive Outpatient. In her role, she not only facilitates outpatient recovery programs but also oversees a women?s sober living residence, offering guidance, structure, and support to women in early recovery. Her commitment to empowering individuals through education and compassionate care is at the heart of her work.

Calandra Raiford

Secretary

Calandra Raiford brings over 26 years of experience in healthcare and customer service to her role as Secretary on the Board of Directors. A lifelong resident of Vallejo, Calandra proudly attended the Vallejo City Unified School District from kindergarten through 12th grade, graduating from Vallejo Senior High School. She holds a Bachelor's degree in Business Management and an Associate's degree in Medical Administration. Deeply committed to giving back to the city that raised her, Calandra lends her leadership, administrative expertise, and community insight to support the mission of sober living and recovery.

Kathy Campas

Assistant to the Board

Kathy Campas is a dedicated professional driven by compassion and purpose, inspired by the legacy of her late mother, Pat Renfro. Kathy served Vice President for the St. Vincent de Paul nonprofit and held impactful roles as an administrative assistant at John Muir Health and a support services representative at Kaiser Hospital in Vallejo. Throughout her life, Pat gave her heart and soul to helping others rebuild their lives—a commitment that left a lasting imprint on Kathy.

Following in her mother’s footsteps, Kathy continues that legacy of service, devoting her career to uplifting individuals and families in need. Her work is guided by the same empathy, integrity, and resilience that defined her mother’s life. With a deep belief in the power of support and second chances, Kathy honors Pat’s memory by being a steady hand and a hopeful heart for those striving to get back on their feet.

Charlotte Dougherty

Board Member

Charlotte Dougherty is the founder of SpiritHorse Equine Assisted Services in American Canyon, where she leads with compassion, vision, and lived experience. Now 15 years in recovery, Charlotte transformed her journey of healing into a mission to help others, creating a sanctuary where second-chance horses and people find connection, purpose, and hope.

What began with one horse has grown into a program that now serves over 230 individuals monthly, including at-risk youth, veterans, and individuals with diverse abilities. Charlotte is a passionate advocate for women in recovery, underserved populations, and trauma informed care. She is honored to serve on the Board of Directors for Carolyn’s Place, continuing her commitment to community healing and empowerment.

Robin Gross

Member at Large

Robin Gross is a seasoned independent meeting and event planner with over 35 years of experience organizing corporate and non-profit events around the world. Deeply committed to Vallejo, Robin has devoted much of her time and energy to supporting local causes. She has served as a board member for Youth and Family Services and Planned Parenthood Shasta Diablo, championing access to essential services. In addition to her event career, Robin spent 15 years as a substitute teacher at Mare Island Technology Academy (now Griffin Academy) and currently serves adult learners as a substitute teacher at VCUSD Adult School.
